Nice, did you know that a real life laser can easily cut through stone & steel?
In which case, either the Imperial Guard, the Eldar, the Tau Empire or the Tyranids would win, all other races would be eliminated quickly

Fluffwise, the laser could also punch through space marine armor if it hits a weak spot. But considering the armored foes, aliens and warp-spawned horrors the Imperial Guard fight, a laser isn't exactly spectacular or powerful. On the other hand, you get stuff like the las cannon, which is closer to what you're describing, as the cannon can melt vehicles like butter.

well I went to laser surgery once, believe me, the smell of burned flesh is just AWFUL! (although I might be wrong since it was MY flesh). A Real Life laser is pretty destructive, and surprisingly cheap o_O
There is even a real life lightsaber, which can set hair on fir e& blind a man from a long distance (it probably works up close two).

but the laser the imperial guardsman shoot is hot. Isn't that the weapon is for? to shoot hot lasers that burn and cut through enemys? but that heat is really fast lost by range, i think so, and also i think space marines armours won't be cut into pieces just by lasers i think. Also it is the 40000th year, and i think the space marines actually HAVE armours that are resistable against lasers. lascannons? no chance a space marine would live on, when hit by a lascannon , but lasers are not soo dangerous for space marines i think...
